Buzz Lightyear is accessible while on a Slayer Task through the Slayer teleport Menu (Ctrl + S) and click the Teleport button.
This can also be accessed through the teleport Menu (Ctrl + X) under the Misc tab and click on Cartoon Tower, located on the First floor.
